Remember that anything installed on the Seawall must be evaluated such that it won't violate the strength and integrity of the Seawall itself. As such, these bollards can't really be made strong enough to be barriers as a direct hit could cause problems with the Seawall itself.
I'd further be concerned, especially if the discussion is about employee performance evaluation , about being sued over comments made if the audio were ever released for public consumption. Sounds like a lawsuit waiting to happen.

This is the old County Annex Building which housed HR, Treasurer's Office, Finance, some Commissioner's Offices, Purchasing, County auditor's Offices, the Commissioner's Court Meeting Room, and additional meeting spaces. They were all moved out when the old courthouse was renovated Pre-Ike.
Wow! That was a really short time period between destruction and tare down. (July 29 to Aug 3). I agree that the owners had responsibility to keep it repaired and safe but that was only about 5 days. Something "smells" bad here of undue influence.
