Obviously, the image displayed in the newspaper of the two mounted policemen leading a man with a rope is "bad optics.” Their actions and poor judgement are inexcusable.

However, I know Chief Vernon Hale, and he's a good and honest man. We're lucky to have him as our police chief. I'm confident he will do everything in his power to ensure this type of thing never happens again.

I don't live in Galveston but he seems to be an excellent Police Chief from what I read in the paper. His actions in the Mounted Patrol incident are commendable. He knows his officers' training. He knows his department's policy. He did not punish the officers for following that policy. He changed the policy because the optics were offensive to many.

I agree. He changed the policy, I hope, because he could see how demeaning it was. Things are different, sometimes, in real life than they are on paper.
