In response to the letter by Sonia Lipham ("Not all jobs will require higher education,” The Daily News, June 12): What struck me is the word “only.” Forget the word higher and lower education. We have university level and practical level. We need an education system which favors both.

The basic has to be set at the level of nine basic years. The separation will happen at that time. Some will move on to preparation period of two years for entering a university. The others will go to the practical education.

Now to the point: We came with a team to the United States to build a factory and needed about 200 "only" workers (mechanics, electricians, welders, machinists, etc). Well, we ended up in Brazil and India. It wasn't the money. I couldn't find enough "only" people.

Factories are closing down with the equipment leaving the country because we don’t have the "only" people to take care of the equipment.

Well, Mr. President, if you want to force through tariffs that the jobs stay in this country, then fix the education system.

Texas city ISD has taken a great step in that direction with their career education center. But skilled craftsmen and women are hard to find.

"fix the education system" - Education is not mentioned in the Constitution. Education therefore is the province of the individual states and the people under the 10th Amendment: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

If education is not part the responsibly of the USA government , why do we have the Secretary of Education. We have had programs like no child left behind and such pushed from DC. The Federal government does a lot of things not mentioned in the Constitution. "The United States Secretary of Education is the head of the United States Department of Education. The Secretary advises the President of the United States, and the federal government, on federal policies, programs, and activities related to all education in the United States"

The Department of Education as well as the Secretary of Education has only been existence since the James Earl Carter administration as a result of the Department of Education Organization Act of 1979. It passed the Senate 69 to 22 and the House 215 to 201. The vote was largely along party lines. Democrats held both the House and Senate. Hard to remove the law that created that Department which is one huge bureaucracy which really does nothing to help the teachers except create paperwork.

The Federal funding goes to food programs. Head Start is not run by the Department of Education but by the Department of Health and Human Services. There are also Federal grants with a lot of red tape and "conditions". It is still un-Constitutional but any challenge results in cries of not caring for the children. And sometimes usurps local control. Remember Obama threatened loss of Federal funding for any school that did not open their restrooms and dressing rooms to anybody regardless of birth gender and genitalia?

Education comes in many forms including trade schools. If one wants a good job, most jobs now require more than a high school education. When I hire on for Amoco, a person could be a operator or crafts person without a high school education. Now a operator in most cases will have to have a 2 year operator degree to be hired. The exception is for someone with a lot of experience. Just yesterday I talk to 2 different people needing employees, but could not find them because all they have talked too lack the requirements for the jobs. Both could be filled by a person with the right training and or education. What's bad is all school need a training facility like Texas City high school which will not happen. COM program for High schools students is very good, to help students to be ready for life.
