It’s about time Texas made it illegal to chain up dogs outside, unattended without access to food, water and shelter.

The Safe Outdoor Dogs Act was signed into law in October and goes into effect Jan. 18. Gov. Greg Abbott had vetoed a similar law earlier in the year, saying it smacked of micromanagement and over-criminalization.

My neighbor inherited from his son a rottweiler dog with behavior problems and housed him behind a 4-5' high fence, boarded on all sides so that the dog couldn't see anything but the sky. Hubby tried to talk with him about the incessant barking and he said what you want me to do kill him??. Police came out, animal welfare checks....I think he finally died. I'm for locking the abuser in the same type of situation and let's see how they feel a week later. Maybe hefty fines, restrictions on future ownership, monetary damages paid to local animal shelters will work too. Communities without animal shelters need a proactive and concerned police force, Sheriff Department, city administration to help with the problem in these areas. Too often animal abuse is often overlooked and not responded to because of lack of funds. This needs to stop and communities need to get more involved instead of reacting with the attitude that it's "someone else's problem".

I love shows about Alaska. Nearly all have sled dogs "chained" in front of little shelter boxes in temps as low as -40.But these dogs seem happy and well behaved..
