Vivian Hershel Payne age 95 of Galveston died Sunday March 4, 2018 at Kindred Hospital in Webster. Memorial services are 2:00pm Saturday, March 10, 2018 at Carnes Brothers Funeral Home 1201 Tremont Galveston, Texas 77550, Reverend Roy Love officiating.

Hershel was born June 14, 1922 in Stamps, Arkansas to Elery Paul Payne and Exie Fulmer Payne. He attended school in Tyler Texas then Milby High in Houston. He went to work as a machinist where he built destroyer shafts for Haun and Clay during WWII for the U S Navy. After the war he started Payne Manufacturing Co. to build blow out preventer control units for oil production units, which he held patents on. His equipment is featured in the Ocean Star Offshore Drilling Rig and Museum from which he has received many awards. After selling the company in 1968 he started another oil field control company in 1970 called Valcon while at the same time owning Gulf Valve Company, an operation that built pipeline check valves. He also had several Industrial Supply Houses in Houston during the same period. He started Galveston Yacht Service in 1957 at the Galveston Yacht Basin, a business that continues to operate today under the leadership of his son Tommie. Hershel bought the Payco Marina in 1967, where the Yacht Service is located today. His family was very happy that Hershel received the Lord as his Savior in the later years of his life.

Preceded in death by his parents, sisters, Alease Rae and Frances Daigle and brother Vadel Dale Payne; survivors include, wife of 76 years Dorothy Louise Hosea Payne of Galveston; daughters Anita Lassiter and husband Hal, Barbara Vass and Debra Payne; son, Tommie Payne; 9 grandchildren, Holly Lassiter, Heath Lassiter, Christopher Reyna and wife Grace, Jennifer Gibbs and husband David Gibbs, Jason Payne, Angela Payne and husband Ahmad Zereini, Eric Jaeger and Ryan Jaeger and wife Ellinora Laine; 8 great grandchildren, Justin Lassiter, Kendall Lassiter, Elliott Reyna, Gloria Reyna, Hannah Windham, Neala Payne, Adam Zereini and Cassady Jaeger ; numerous other relatives and many friends.
