23rd Street Construction

A major road construction project continues on 23rd Street in Galveston on Wednesday.

An islander’s video about rumors of road construction crews unearthing a mass grave has gotten 1.4 million views and counting. But city officials say there’s been no such discovery at the construction site at 23rd Street and Avenue K.

I would think that would also be backfill from the raising of the seawall. So anything that close to the top would just be dredge material. The bodies would have to have been buried there after the seawall construction.
