Billions of state dollars appear to be on their way to the Texas border under a bill authored by a Galveston County legislator.

House Bill 9, which would earmark nearly $1.88 billion for border security causes, including construction of a state-funded wall, passed the Senate on a 23-8 vote Wednesday. It passed the House in an 85-36 vote Monday.
