Mr. Bell you said that changes in leadership are a standard occurrence when a new mayor or city council takes over and “What happened last week was normal.”

To suggest that the changes were a foregone conclusion, "normal", is not accurate and sounds like an attempt to placate without providing understanding. Texas City has a new Mayor but the same kind of changes have not happened. Since you say "there may be other parts of the story that you don’t know" maybe those parts should be disclosed so that the intelligent citizens of La Marque are provided a real opportunity to understand what has happened. Why not be more transparent?

Excellent commentary Kim, however, disclosure and transparency doesn't comfortably allow manipulation of funds under the table with a new regime, even if older managers who adhered to established business practices are gone. The intelligent citizens can easily figure it out without provision of under$tanding.

Sadly, its clear that there's more going on than will likely be disclosed. Hopefully it's for the better. That's why we elect our council representatives (to use their best judgement) otherwise we can follow up and vote them back out. This type of turnover in city management is NOT common practice as council's change across the US. One of the biggest reasons is that a city's Credit Rating is strongly dependent upon an evaluation of both the skill and continuity of all city management and its policies. Consistency and solidity are key to a strong financial position.
