FRIENDSWOOD

A Friendswood Police Department officer in 2017 told two police sergeants she had pulled over as many as 20 drivers without having probable cause to do so.

nothing unusual about another police department backing up another police department. They do it all of the time.

Backing up- you are correct. That is normal. What is highly unusual is one agency investigating an officer in another agency in an internal affairs case.
