The city has decided to take legal action against the person promoting a second slab beach party weekend after the unofficial event gridlocked traffic and caused significant crowding earlier this month.

Simple solution. Texas law says that any vehicle that is wider than 8 feet is illegal. Have law enforcement stop all cars with "elbows" "swaggers", on the freeway, and give them a ticket. If the City can pass a mandate on masks they should be able to pass an ordinance prohibiting cars with elbows on Galveston streets. Leave Galveston or get towed?

Since it's a state law, why not have DPS enforce it on the mainland side before they even got to the island and started jamming things up? Every car with those on could be stopped on a probable cause for measurement. Pull them off after the Alvin cutoff inbound and run them onto the feeder road. Every one over the limit should take the loop under the freeway and head back home or risk vehicle impoundment.

You need a permit to do something like shutting down the Seawall. Do it without a permit and you're technically breaking the law. But it's impossible to enforce when it comes disguised as traffic.
