I’d like to see drainage for neighborhoods that flooded in Harvey updated and upgraded before we start budgeting for a ‘city complex’. We keep hearing that it’s in the plan, but ‘later’ is a lot of storms away from now.

I have to agree. Clearing drainage ditches, alleys, limbs, etc, which will all help with mosquito control as well as flooding. While it is good to "dream big", taking care of regular maintenance is important. It is easy to get infatuated with building, but looking around La Marque, I can think of a longer list of things needing done, and none of it includes a new city complex.
