Sterling Chemical, city consider land swap

TEXAS CITY — City commissioners are expected to approve a land swap deal today between the city and Sterling Chemical.
The push for the swap is to take property the city owns, where restricted development is because of zoning in exchange for lots the chemical plant owns that could be developed for housing.
The land swap, valued at about $58,000, would have 10 lots that total 1.2 acres the city controls exchanged for 8 lots that total less than an acre Sterling owns.
Because the city’s property is located within the Industrial Business District, development on those lots is restricted to industrial services only.
The property Sterling owns is located out of that district and has “the potential for housing development or grouped together for better usage,” according to a memo to city commissioners from Nick Finan, the city’s director of management services.
The properties are located between Third Avenue South and Third Avenue North and between Bay Street and 6th Street in east Texas City.
Sterling Chemical has agreed to pay for the closing costs related to the land swap, the city said.
The property the city owns is valued at about $40,000 while the Sterling Property is valued at about $18,500 according to a city commissioner appraisal.
