A new bridge between Kemah and Seabrook is coming.

Officials speaking at a Texas Department of Transportation meeting on the project to improve state Highway 146 were clear about that. The state’s plans focus on the stretch between NASA Road 1 and FM 518.

The Transportation Department is going to try to acquire property needed to widen the highway. Property owners reluctant to sell will face condemnation proceedings.

Although the theme of the meeting was that this project is going to get done, there’s one big question mark. Property owned by railroads isn’t subject to condemnation proceedings, and the department’s plans involve about 25 acres owned by the Union Pacific Railroad Co.
