DICKINSON — The decision on approving or denying a specific-use permit for an event center in Dickinson will go before the City Council on Tuesday.

Dickinson resident Marsha Millstid said she would like to build an event center that would host high-end weddings on her 7-acre lot on Hughes Road.

But at a planning and zoning commission meeting last week, more than 30 residents signed up to speak against the proposal. The commission recommended denying the permit, but the final decision is in the hand of the City Council.

The council meets at 7 p.m. Tuesday.

 Millstid said she plans to build a rustic, barn-style structure that would host romantic, upscale weddings while still preserving the quiet neighborhood feel of the area between Hughes Road and Dickinson Bayou where she plans to build. She said 99 percent of her business would be from weddings.

But residents have brought up concerns about possible increased traffic, noise, lighting, drainage, alcohol consumption at the facility, safety of people walking or playing on the street and even of the capacity of the city’s sewer lines in the area.

Millstid said she believed the restrictions that are part of the proposed specific-use permit would address many of the concerns residents have. But she said she did plan to have a more detailed presentation of her business plan Tuesday.

“The noise, the traffic, the light — none of the that is the issue,” she said. “The issue is change.”

Millstid said she was surprised by the commission’s recommendation last week and expects a different result from the council.

But Bill Schick, an opponent of the permit, said he expected residents to once again show up and speak against the event center.

Schick said Millstid’s presentation last week did nothing to lessen the concern some residents have about the proposed event center.

“What (Millstid) got up and said did not ease our fears,” Schick said. “Matter of fact, it may have heightened our fears.”
