Ok, sounds like Bulgier is clueless and dangerous. He's implying that a market driven commodity, namely real estate, can be capped by the GCAD board, and that GCAD should have members that will decrease values. Guess the race is between the other 3.

Apparently, he doesn't have a clue as to the control the Austin legislatures have put on the local GCADs. Wonder who he gets his information from?
