Q: Why should voters choose you?

A: I am running for office to serve ALL the citizens of Dickinson. Dickinson is a great place to live, raise a family and do business. I have the private sector skills in management, cost control, budgeting and delivering results which I will apply to help move the city forward as we grow and prosper. The individual taxpayers and business owners of Dickinson deserve leadership that delivers on promises and can get the job done. I believe Dickinson’s best days are ahead and I want to help lead the way for our future growth and development.

Q: What are your specific qualifications for the position?

A: I am part of a highly motivated large capital project management team in the engineering and construction business building petro-chemical plants. I am results driven, with skills in management, team building, cost control, budgeting, and effective negotiation.

I manage a team with responsibility for purchasing, expediting, inspection and transportation of all equipment and material to a construction site. Working in the private sector, I have demonstrated success delivering to schedule and on budget, by controlling costs and holding team members accountable.

I have an AAS degree in law enforcement and have previously served as a captain on the industrial volunteer fire and rescue brigade, EMT-D, at Amoco Chemicals Chocolate Bayou Plant.

Q: What are the issues in this campaign?

A: Dickinson is growing and how do we encourage the right growth for our city? We have limited resources to spend on city services and limited undeveloped areas for growth.

I am a leader that has to courage to say “yes we can and here’s how”, instead of “no we can’t so forget it or no one will like it”.

Q: What is your platform on those issues?

A: Quality of life makes a great city. I support organizations such as Dickinson Beautiful, Festival of Lights, and Dickinson Education Foundation, Friends of the Library and Dickinson Historical Foundation that play a vital role in the quality of life in our community. I will ensure we continue infrastructure improvements, adequate police, fire and EMS funding to keep us safe. Streets are improving and I support a five year rolling plan for street reconstruction and drainage work and upgrades to the city’s street maintenance capability. I will work tirelessly to create jobs and increase our tax base through expansion of existing businesses and attracting new retail, commercial and light manufacturing businesses.

Q: How would you rate the management of the city administrator?

A: I rate the current city administrator as “Exceeds Expectations”. The city administrator works at the pleasure of council and is evaluated by council. I believe the council and the city administrator should agree on annual goals and establish metrics to measure performance based on achievement of those goals. City administrator performance reviews should be conducted at least semi-annually.

Q: How would you rate the city’s work on infrastructure improvements: Poor, fair, about right or excellent? And why?

A: I rate infrastructure improvements as fair. The city has made strides in infrastructure improvements. The concrete street replacement program is good in concept. Many citizens are happy with the results. However, in some cases, new streets are narrower than the one replaced and driveway to street approaches and shoulder dress-out should be addressed to deliver better results. On-street/shoulder parking must be considered when rebuilding streets and cleaning ditches. We should also look at methods to effectively prolong the life of asphalt streets. Rather than pothole fill with cold asphalt, I support a street maintenance program that includes minor base repair and overlay to help keep streets in relatively good shape.

Q: What should Dickinson be doing to attract more business to the city?

A: We need to aggressively market Dickinson as “open for business”. This should be a coordinated professional effort lead by city council and the EDC that includes everything from advertising and targeted marketing to updating city’s web page. We need to develop relationships with the chamber of commerce, governor’s office, county commissioners and surrounding cities to promote Dickinson and even develop partnerships where is makes sense. Dickinson has a lot to offer prospective businesses. We have great schools and churches, friendly people, a solid infrastructure, the bayou and an ideal geographical location with the Houston/Galveston corridor running through the middle of our city.

Q: What should the city’s economic development priorities be?

A: Top priorities are creating jobs and broaden the tax base in Dickinson. We can accomplish this by assisting existing Dickinson businesses with their plans for development and growth and attracting new business to Dickinson by executing a “business friendly “marketing plan. Encourage residents of Dickinson and surrounding cities to “Shop Dickinson”.

Q: County officials are considering asking the Festival of Lights to move to another park? Do you support that move? Why or why not and what would you do to address the request?

A: The Dickinson Festival of Lights is an important event with a proud 15 year tradition in the city. This event attracts families from throughout the county and has been highlighted in the Daily News as one of the top events in the county. The current location at Paul Hopkins Park is an ideal location and I will do all in my power to keep it there rather than move it to a more remote location.

Q: Should the city consider a charter election to change its form of government to a council-manager system? Why or why not?

A: I have no problem with changing the city’s form of government to council-manager system. The city is essentially operating successfully as a council-manager form of government now. The city administrator works at the pleasure of the city council and is hired by the council to run the day to day business of the city with council approval when necessary and required by charter or city code. The council should appoint a charter review commission to review and make recommended changes to the charter at least every five years. This action will ensure compliance with state law and take into account the current will of the voters.

Q: What area of city spending would you want to see reduced and why? What area of city spending would you support increasing and why?

A: One of the first tasks the new council will address is the review and approval of next year’s budget. I will look for ways to get the job done and eliminate unnecessary spending. I am a tax payer too, and I want my tax dollars to be spent wisely while providing the level of services voters have come to expect. I am in favor of spending more on streets and drainage. I have walked Dickinson neighborhoods talking with hundreds of voters in this pre-election period. The number one concern in Dickinson, by far, is the condition, repair and rebuilding of streets.
